I would be surprised if he did not take into account data from Colorado and Washington in order to arrive to his estimate. I agree some data from states that legalized in the US may be reliable and coherent when transposing to the canadian situation, but I don't think our system will be like the one in Colorade and Washington. In my opinion, it will be much more regulated in terms of point of sales and source of the products.
