Basically means that if Robert was the only person to exercise his rights and no one else did, he would own 28.65% of PGD.

It comes  a bit across as negative. He could have owned 28.65%, but now he only owns 25.34%.

Reality is that he has increased his holdings.

More press to go around anyway.
