Can't figure it out

Can't figure it outIf they are about to successfully commission the plant, then an announcement of success would make the share price go up significantly. Then why didn't they wait for the announcement before doing the IPO? If they are not successful then why did they say in their NR the money is for upgrading from 3B to 5B ton. That would be an outright lie that would get them into trouble. They are desperate for money now and couldn't wait? Then the money is not for upgrading the plant to 5B. Also you would think they would make some kind of update with the NR of the IPO. The fact they didn't sounds ominous. But on the other hand if they are not successful with the plant commission do you think their suppliers or anyone else would be interested in buying shares or taking shares at any price. Can't figure this out???????
