None of them would be content with losing the majority of their investments when they know a year down the road it will be worth considerably more. They would both reinvest in the company first ... private placement?
Waitingstill ... on your conspiracy theory the only problem is that the banks will demand current financials from PRE for negotiatiating any deal so unless they are totally corrupt and cook the books the banks will know the true financial situation of the company. That may be the reason though why the asset sale is taking so long ... the proceeds will go directly to payments to bondholders. A better strategy would be to renegotiate the debt structure first then pull the trigger on asset sales to be able to use those funds for Capex.
