I could be wrong but I seem to recall that disclosure of SICPA / GFI contracts is covered in the purchase agreement. Something along the lines of there will be disclosure but the level of disclosure is subject to SICPA approval. Also, SICPA seems to announce (some / all?) new contracts in the news section of their website.

And if all fails, there are these "wonderful" things called search engines / crawlers / bots.which tend to find things even if they are not meant to be found.

Just because SICPA is in a somewhat secretive business doesn't mean that they don't promote themselves and contract wins are a great way to promote. Same goes for countries signing up for Petromark. Announcments of anti corruption / smuggling / whatever measures to increase government revenues are highly popular these days.

In short, someone will open their mouth and there are enough of us listening ... :-)
