Anyone have a better short run solution or should we let all the small oil companies go out of business with more jobs lost and billions of invested $$ lost. I think it is time for action!

He's a lame duck president and is fully aware his tax idea will go nowhere. No offence, but your idea is pretty unrealistic too.
If all these governments really want to make a difference in emissions, they should be targeting the coal industry and the thousands of coal fired power plants and converting them to cleaner natural gas.
