Blackout period

Can someone gives more information about that blackout period?

Is it the blackout related to the delayed financials thing? And why hasn't it resume after the financials have been published ?

And what exactly does that blackout means? That insiders can't buy or sell their shares? But we've seen a lot of insider buying recently... .!??
