Nigerian Oil minister was out on the wires today stating an OPEC and non-OPEC meeting in Russia on March 20th. 

Minister added dramatic price moves could be seen after the meeting in March. He also said non-OPEC producers are targeting $50/barrel oil price.

The wires have been reporting since last few days about the possibility of OPEC and non-OPEC officially signing a production freeze accord in March.
