Chattyc, I think your assessment makes the most sense. They were hoping that the 13-meter section had enough pressure to push the fluid out of the hole. If it had that much pressure, then it would have been deemed an excellent section. It didn't have enough pressure, so clearly it's something less than excellent.
However, it was a smaller zone, and since they'll have to choose a zone to do  very-expensive horizontal multi-frack drilling (I assume), they likely considered this zone to be a secondary target at best, and so settled for a slap-dash completion. If it had worked, that would have been awesome. That it didn't work is disappointing, but not critical.
Hey, maybe even my 'slap-dash' characterization is unfair. They may have actually calculated that in order to justify horizontal msf completions, the lowest zone - being only 13m - would need to have high enough pressure to push the fluid up to the bottom of the short hose. That is, maybe they actually were quite precise about it.
