Humboldt Recommendations?

Humboldt Recommendations?Does anyone know the elevation recommended by Humboldt? I know they recommended a 400 meter buffer zone below the Paramo elevation which is quite destructive to mining if implemented. If anyone is clear on what was recommended I think it would be interesting to all concerned particularly if the elevation is greater than what was implemented.

Since the Government implementation of the Paramo elevation and geographical location limits was not based on science, I am at a loss as to why EOM did not legally challenge it with the comprehensive study they completed that said Angostura is not Paramo.
