It is not $ 1 per share distirbution.  It is $0.50 which at today's share price = ~18%.   It used to be $1 pre 2007.  $0.50 is completely sustainable under even the most pessemeistic zinc price and TCs.  It could very likely increase if metal prices and the economy improve in 2017 and beyond.
