Pipes another 9.9M$ ? A 25% plus , miscalculated cost overrun from Orbie management . How can you possibly be that wrong this late in the game ? There has to be more too this . There has to be more in the details or ommited on the news release. Something like another complete overhaul / removal of existing pipes with replacement .

We are pretty well left in the dark as to how much of the 9.9M$ they do have . Orbite is looking at leveraging 5.6M$ in 2016 tax credits. Is that more than enough or shor of enough t.
