Just Happen to stumble on this board looking for sheap stock, and saw last news and big time extras cost.
I have been involved with 2 new gold mine construction in the last few years and let me tell you what could the main problem with this latest constructions projects.
The bean counters are your worst ennemy; they try to get the smaller building possible to squeeze the necessary equipments to save money on the building. They used software to lay equipment in an unimaginable small area, thus thinking they did there job and saved money for the company, then will blame labours for there slow work.
what happens, when it is time to physically install the equipment, it is a nightmare, you can't use  mobile working platform and end up having to build scaffolding which cost a fortune! Take them up take them down...never ending stories, does takes for ever.
Worst of it not only the construction cost is sky high, maintenance as well as to deal later on with area that can only be reach by scaffolding, which might make expensive shut down later on when repair are due. That might not be the case here, but was my experience in the last few years in medium to large scale projects
