If talks of a buyout were under way, then the insider sells would be nonexistent,  would they not?

Has the Indian government also dropped the multitude of lawsuits and penalties against RIL and partners? Maybe I missed that part.

What I see here is that a "no hope in hell of a recovery for Niko as a  company" has now been given some room to pull the great white rabbit out of the hat and make headway on the excessive debt load. However with that said there is no certainty or guarantee of success.

The Indian government will be up to something to save some face. 

I own some shares and have bought sold shares of NKO a number of times. I hope this all goes great for everyone but I try to avoid falling in love with as many stocks as I can.
Not trying to rain on the parade just my simple uneducated synopsis of the situation.
