In a nutshell  #1  The Afforadable care act allowed people that could not get insurance to get some. Insurance in the past really wouldn't help you if you had a drug problem because it wouldn't pay for rehab. So that really didn't change anything as far as rehab is concerned.  That takes us to  #2 The Parity Act changed that by defining a substance abuse issue as a mental health issue  AND THOSE ARE COVERED BY INSURANCE.
