If you are to put a prescription... don't add a third party in between the producer and the sell... it would just lower profit margin man...

I'd say, let it a distribution network as it is at the moment.... so postal!
Make a system that requires citizen information, in order to identify correctly the buyer... and then you got something that isn't accessible easily to kids/teenagers.

Make it recreational, 18+... the authentifcation system would be ruled by Canada authorities... then the producer/seller, would make a login to which ask the authentification on that system.

Yeah, it sounds restrictive... but not that much either.
It would be more secure than, saying to shop that they need to check a ID card to know if he/she is above 18+... like that works for alcohol.
