Dec 2013 - "The  business  plan  is  to  use  diamondiferous kimberlites in the Kennady North area as mill feed for the Gahcho Kue diamond mine."

It sounds to me is that the Gahcho Kue mill probably could handle third party feed and it would be a trade off of processing its own ore for x $ profit per tonne or temporarily processing third party ore and charge them X $ per tonne plus premium.  Or be mill feed for when Gahcho starts running out of ore to feed the mill.

Obviously things of changed since Dec. 2013 and I don't know the answer to whether KDI has a stand alone milling option or not. Time and economic studies will determine that.

I wouldn't rule out the mill feed to Gahcho Kue as a completely unpractical option.
