you only pay the 2.5 cents if you exercise and get new shares...  the other options are to sell or let expire with no value.   ie if PNP is trading at 2 cents then noone will exercise.  So some just want to take the .005 and not need to worry about the rights.

ie noone is forced to pay the 2.5, same as options and warrants.
