Keep in mind that one needs to identify the "Pumper/Basher" before any charges can/could be laid.

Given that it is too easy to create a separate account used just for this purpose, and then Pump/Bash from a foreign 802.11 pipe, this can be near impossible.  Any doubts?  Start doing reasearch on Kali Linux, the Aircrack toolkit and Macchanger, and you'll see how easy it can be to recover an 802.11 pre-shared key, and then feed off a foreign pipe with complete anonimity.
