think I read it on MSV board? not sure whether theres anything behind it but it just seems to make a great union, assuming msv can get the permit. SVM model is to give 15 or 25% equity to the govt - I think if they merge SVM will suggest this to steam roll the project. gotta give them a piece of pie then every one wins
