However, I agree whole heartedly with your assessment as will anyone reading the tea leaves. It is a no brainer that the Paramo limits will be reassessed. There can be no other outcome. Humboldt and the Environment ministry have been discredited by their arbitrary, non scientific determination of what is Paramo. Leftseat always said it was nothing but a land grab.
What do the tea leaves say about what will happen? Well, the tea leaves say that Santos will void the original demarcation of the Paramo and call for a new study, a proper one which takes the Court decision out of play. In the meantime he has the Ecodes study that determines Angostura is not Paramo. Angostura and probably Vetas can be excluded from any future study immediately. The parameters of the study and the study itself will take some time so voiding the existing Paramo limits satisfies the miners and the locals in the short run.
Although things are quiet from EOM, does anyone think Mosely is sitting on his hands. He is lobbying full bore, and he has considerable credibility with government. Indeed our Colombian board member just resigned his post, but are his efforts better spent dealing with board issues every few months, or lobbying the government. He is no doubt still on payroll for a while or retained in some fashion. I learned a long time ago that to do business in the developing world, you need a local benefactor with credibility to lobby on your behalf.
