If MS is shorting, they are a small player.

From Oct-15 thru Mar-16, the monthend count of outstanding shorts went from 1M to 4M.  In that period total short sales were 14M (IIROC reports).  MS sales for the period were 700k.  Even if they were ALL short sales, which is unlikely, it's only 5% of the short sales in that period.  

My guess - the outstanding short count at Apr 15 won't change much because so far this month no house is a significant net buyer.
