They cancelled last year because it would not fill at the quoted price. The big boys played hardball, to try to get them to reduce it. IMO, this is why it was offerred at a discount, so that it would close and close quickly. I susopect they will announce this by the end of the week.

The latest PR is helping to keep the pps from falling too much.
