Luis Gilberto Murillo Urrutia is the new Minister of Environment of Colombia, after the tyarde on Monday President Juan Manuel Santos presented new cabinet. The choice of Murillo in front of this difficult portfolio is backed by its title Mining Engineer with emphasis on open pit mining at the University of Moscow sky, also it has a specialization in public policy at the University of Maryland, in the United States. In addition, this chocoano is an expert in international public policy for regional development and in recent years has led regional development processes from the department of Choco, where he served as governor.

Murillo was born 50 years ago in San Juan, a municipo of Choco. From an early age he excelled as a student applied which meant it to be one of the best Icfes the country and get a scholarship to study in Russia. At Moscow University he studied mining engineering and completed a master's degree in mining.

Before returning to the country,  Murillo developed his professional career in the United States. He served as principal analyst of international policy International Cooperation Agency Lutheran World Relief, was reviser-par World Bank and external consultant of the United States Agency for International Development (USAID), the Inter-American Development (IDB) and the United Nations Development Programme (UNDP). He also served as director for Latin America and the Caribbean and as vice president of operations Phelps Stokes Fund in Washington (United States).

After returning home he worked as director of the Corporation for the Development of Choc (Codechoc), also he served as acting director of the Department of Environment during the second Bogot mayor Antanas Mockus. 

In 2012 he was elected as governor of Choco with a historic vote of 52,000 votes, under the support of the parties  Verde, ASI, Radical Change and the Conservative Party . There in coalition with the mayor of Quibdo, Zulia Mena, managed to be elected despite not belonging to the dominant political class of Choco. A choice that was hopeful for a department rife with corruption in state bodies.

However,  Murillo was suspended on 13 July 2013 by the State Council.According to the high court this could not have been elected governor because he fell on a sentence of six months or inability for one year for the crime of embezzlement by different official destination. According to the sentence, those monies should be invested in environmental issues.

After a long struggle in court, Murillo failed to be reinstated. But thanks to his extensive academic background and knowledge of his department was named co mo manager of the initiative Pacific Plan of the Presidency of the Republic., A position he will have to leave once again take charge of the environmental portfolio which has been in the eye hurricane management for a regular outgoing minister Gabriel Vallejo on issues such as illegal mining and environmental licensing.
