You'd be hard pressed to find any recent mining transaction wherein a royalty of some kind isn't being created.
Virginia Mines retained a royalty on Eleonore when it was sold to Goldcorp. Osisko reatined a royalty on Canadian Malartic when it was sold to Yamana and Agnico. Aurico retained a royalty on Young-Davidson when it was sold to Alamos.
Especially in cases where the seller has leverage and recourse, it is common place for the seller to want to retain an option on the asset via a royalty. Leigh has all the leverage... he is the deal maker, not the deal taker. Cameco would have a hard time tabling a fair offer for Arrow without the help of a royalty to bridge the valuation gap. I suspect if Cameco is the buyer, NexGen retains a huge, sliding scale royalty on Arrow.
