They are two completely different things. Outperform is an expectation based upon performance to other stocks, like 5% higher than average. The target price is based upon fundamentals of the stock. So, they can go in opposite directions. However, if for example; if the stocks expected to remain the same for all stocks average; then the target price would go down if you moved from Strong Buy to Outperform. Likewise, you could remain with the same average compared to other stocks; but the price could move up or down based upon the stock fundamentals. I don't know if what I just said made sense or not.
