it is otherwise called "dilution". Hypotherically, TBE should be doing something in this regard, issue some half a billion shares, this would pull them over this crisis, although with a huge blow to shareholders' value.  I have seen this happening many times to the companies in my portfio. It is never good. It is just as bad as selling assets to reduce the debt load. Basically cripple the company for a long time, and more so down the road, with possible share consolidation and such. 

But realistically, this will never happen anyway. Underwriters will not sell it to public, but rather to one big private investor, for a huge fee (millions $$$). Share price will be forever depresssed with eager share sells at any price increase, will take a lot of volume to chew through the huge float.
