They don't to be buying. The company from time and at it's discretion grants employees and others options to acquire common shares and for insiders to buy isn't really a smart move. It's best to what until the company institutes the option and until that happens there is no point in buying.
 
The options exercise price is already in force with the earliest date this August. However, the company has in place equity compensation for this year.
 
So, they really don't need to buy, just wait out the generous compensation package goes into effect.
 
One other point. It isn't the buying that one needs to watch it is the selling that we need to watch and so far these folks are still in believing in the company.
