Nobody said anything about just handing out a cheque, but you don't focuse on changing a companies share structure before you decide to help out a company. If they were seriouse about boosting Bbd exposure they wouldn't have shut down Billy Bishops expansion right from the start.
Take into account if Bbd didn't have the share structure they have in place this company would have filled for BK and sold in pieces, now were do you think most of those jobs would be lost too.
