Look at their operations guys
Bunch of old (retired?) Americans who've probably spent their careers getting better and better
at squeezing the last drops out of old, depleted fields. They've probably been looking
across the border, thinking "we can do better than that". My bet is that they will do better.
Reworking old fields like ROE's takes knowledge, experience, and incentive. My guess is that
PEMEX has plenty of the first two, but does not provide the third.
