Not sure what clarification you are referring to. The Minister of Justice has already been given the task to have legislation ready by spring 2017. It is going to happen early-mid 2017. Trudeau's image is on the line so I have no doubt it will be at the very least presented if not enacted. Spoiler alert: MJ will be treated like tobacco, alcohol or gasoline. Govt controls who can sell the stuff and gets taxes from it - anyone not respecting the law will be destroyed through fines. The fact that the courts decided that anyone can grow the stuff for personal medicinal purposes has no impact on the ability of the govt to control who can make money off the stuff and limit its consumption and distribution for health and safety purposes.
