Debs trade "on an interest flat basis" as of Monday

Debs trade "on an interest flat basis" as of MondayCould someone please clarify exactly what this means on both the buy and the sell side of a transaction.....

My assumption is below, and this is if a deal is concluded at some point in the future:

If I sell Debs on which I have previously paid accrued interest I will no longer recieve that accrued interest or any of my earned interest with the sale, just the sale price amount.  The unpaid interest would be held 'somewhere' and paid to me on conclusion of a deal.

If I buy Debs on which I would have previously also paid accrued interest this no longer applies, so I would just pay the sale price amount.  Any interest those debs earned from my purchase date to the closing of a deal would be paid at closing, and of course no interest would be paid to me for the period before I purchased.

Thanks in advance for the clarification and/or confirmation
