Sky – here are my thoughts. Basically Quebec is a social welfare state,that has a hard time standing on its own two feet. High taxes are everywhere, to pay for all the social programs, insurances programs, and the Quebec Pension plan (that maybe be running a 18% underfunded at this point), however still a nice pension - but tax expensive!
As a population group as a whole/per captita, Quebec gets more money from Ottawa than any other province any way you look at it (corporate or individual).To some extent the tax rates are driving business elsewhere which is a real problem for the Quebec Government right now. Their response is tax concessions to business. The Provincial Government has to make as many 'Tri tax deals' with the Federal Government as possible, to get companies to stay in a region that is highly taxed and that has a huge negative hangover called "francophone complexities", in a sea of English North America.
Good for PLI? Yes indeed, I think so. I think we are where we need to be for now! We will no doubt get some favorable tax treatment now, and grants our way very soon, if we have not already received some! We will no doubt be playing the "we want a deal or move elsewhere" quite soon... . Yearly Grants scare me longer term though as it makes companies slow and not market responsive in the longer term. Right now in our formation years I like where we sit(Quebec) , Vis-a-Vis grant money. Long term(6-10 years out), we would be best served to re-visit the HO location, as any prudent company's do , upon regular reviews of locations of production and Head office locations.
