I suspect an offer was made but the company making the offer didn't own the 20% required to make it legal, so was automatically refused without going to a vote... (as explained in GWTs post)  

I few months back when the SP was at about 0.10, I heard of a 0.30 offer being refused, obviously without a vote by stockholders so maybe the same situation then.
