MMTC 'Tender' tab on website

MMTC 'Tender' tab on websiteI just reviewed the 'Results of Tenders' and I had to go all the way back to March 16, 2015 before any mention of MOP being called out in a tender and it was only for 145,000 MT and an option to boost it to 200,000 at closing.  The tender was not awarded and the explanation was 'TENDER WAS SCRAPPED AFTER TAKING APPROVAL FROM COMPETENT AUTHORITY.

The list was littered with tenders for UREA, DAP, SULPHUR, ROCK PHOSPHATE etc.

I dont know if this means anything but I find it odd that MMTC has not purchased any MOP.   I didn't go back past March 16th.   

Question...does or has MMTC ever bought any MOP?
Does MMTC buy everything through a tender process?   
Could they buy MOP without going to tender?

strange to me...
