Horizons does not specify exactly what instruments they use to invest your money in with HVU, except that they could be futures, bonds, other any other instrument, but as long as they pay you (or more likely take from you) as much as you and they are entitled to, then they are safe. THey already disclosed that in their prospectus. If they came up with a 2xHVI, then they would have to pay out a lot of money most of the time, and it doesn't make business sense.
