IMHO...we are stuck until September 19th...

IMHO...we are stuck until September 19th...That's the date all the boys & girls return to their seats in Ottawa.   Then someone needs to be there to yell and scream that they march our bill to the Senate and demand Royal Assent ASAP!!!

Think about it...if you are going to lend a couple of hundred million you want ALL i's dotted and t's crossed and ALL legal issues resolved with absolute clarity.  

I believe this is what we are waiting for...it's the only thing that makes sense.   India, MFN, and province are ready to go...this is the missing piece.
