Difference is 314 - 254 sq inchs = 60 sq inches

Therefore the area of the 20" Dia pipe is 60/254 = 23. 6 % larger than the area of the 18" pipe

However, this approximate calculation is based on the inside diameter of a pipe as  I don't know the thickness of the pipes involved.
