They don't have access to everything. Except for the intelligence agencies. Other branches of power have to ask for permissions from same federal agencies to get an access to the information. Not that simple. There is a Privacy Act and some other pieces of legislation that prohibit sharing private information, even between federal agencies. I worked for one of them, I know what I'm talking about. It's not an easy thing to get an info about an individual you are going to hire even from your own agency. Don't overestimate Big Brother's capabilities. People tend to say " They know everything" Who "they"? In every specific position sits same common Joe doing their job. Yesterday that Joe was paid by Harper, today by Trudeau. They still doing their job. If the job comes to the point when you owe the state seven godzillian dollars but the guy who runs your case has to go home at 5pm to his family he will go. At 5pm. No matter how much you owe the state. But he will be back tomorrow to keep his case and salary going. And that has nothing to do with "they know everything", because they don't. And , which is more important, there are no "them". It's just a machine running. There were some systems on this globe where the wording 'they know everything" really had grounds for such a statement. There, "they" really knew everything. Really. But it's not the case here.
