As you say, I'm not sure what the cost of sourcing batteries from Panasonic for Tesla is either, but the upgrade they announced yesterday with the release of the 100 kWh batterry pack comes with a 20K USD price tag differential  compared to their next best option of a 90 kWh power plant, so buyers will essentially be paying way too much for the priviledge of that 10 kWh incremental improvenent regardless of the actual cost of the battery pack, with little or no improvement in the actual technolgy behind it and no additional assurances with regards to it's safety.
