Volume is low. For now it seems there aren't many shares available at these prices and buyers aren't yet willing to pay more than 1.70.

One thing I've always appreciated about BTI is the low float (39.64M). If we get some good news, it'll be interesting (in a good way) to see how it affects price moves.
