I bought a bunch of ACB a few weeks ago and was concerned last week about their rumored massive float so I emailed their investor relations. This was the response:

Hey Sean,

All shareholders are welcome. To identify as shareholder, you will need ID, but you should have received your proxy documents, likely via your broker. You can just show up with these and get a ballot paper for voting there

The fully diluted share count is 297,965,563
