Here is a CBC article from today -- Iqaluit port inches forward.

I think the key for Chidliak is the last couple of paragraphs:

"We can't just think of the current usage," said Madeleine Redfern.

"You're going to have cruise ships, research ships, fishing ships, military and [the] Coast Guard."

The port itself will reduce the costs to ship stuff to Chidliak.
The more use the port gets from other sources...the overall cost per stuff to ship to Chidliak goes down a little more.
