The back-pedaling begins. The DENR have handled this very poorly. My question is this. Was it intentional?

The government is being incredibly reckless and stupid. Companies like Oceanagold are exactly what they need. The Philippines is a relatively poor country with 100 million people. I have been to probably 40 different countries and the ones with the worst environment are always the poorest. Yet the environmentalists and special interest groups think an economy can be powered with unicorns and butterfly wings. They better be careful because they will end up with more of the following and my bet is these miners don't pay taxes or royalties.
