Russia is the nation I would guess everyone is looking at right now?   I'm not sure Putin seems what a key role they play on the world stage currently? They probably know and are gearing up for it?

If Russia supports the Saudis, these two nations alone can control the supply. Both of these nations are hurting because of "too-low" oil.  Russia has already stated they would cooperate with the Saudis.  They have to for their own benefit.  Why allow the oil buyer's market to continue at their expense?

The US is 100% market driven.  What the US can do is limit imports. Regardless who wins the Presidential races, oil should do well.  Trump's main platform is "jobs" so he'll be the first to support oil imports restrictions to allow US production to recover.

Here is what I could find on top oil producing nations:
  Country Oil - production (bbl/day)
1 Saudi Arabia 11,730,000
2 United States 11,110,000
3 Russia 10,440,000
