At my High School in the summer, 10-15% of the students enrolled  only attended  one day or until they had the paper work completed to show the Welfare clerks they were in school.  A class of 30 often was reduced to 20-25 after a few days. If you called the Welfare Dept. the clerks showed no concern. Get the picture.
So, get your tuition up front and if a special deal is given, then give it after graduation.
