All this means is that the unit did not circumvent or diminish the functioning of the pre existing vehicle pollution control systems.
You may also wish to note that this was for a very specific engine type that did not use any EGR (exhaust gas recirculation) technology.
So on the face of it this directive is of little or no value in today's market place.
Regurgitating this old and rather meaningless information does more harm than good and places you squarely in the pumper category, something I am sure you wish to avoid......
