Many of you are missing the obvious on this one. You are asking why they are doing a PP or PO at this time when it is not really needed for some time to come? Guys they are inadvertently showing their hand. Have you ever heard the expressions "Make hay while the sun is shining" and "Strike when the iron is hot"? Both are making reference to doing something while the opportunity is at it's peak. It may not be needed at that time but night will come and the iron will cool so the task will be that much more difficult if you wait.
In my mind they see their night coming and their iron cooling which tells me there is no good news coming down the pipe so they are trying to grab the booty now while the opportunity is at it peak and the world is still oblivious to what they presently know.
Or if you want it in a much simpler version that we can all presently relate to then I ask you why are all the squirrels in your neighbourhood hoarding nuts like a madman? Answer...because they are smart enough to know that there won't be any come Winter.
