Could be as simple as that.. they're not trying to keep sp low, someone just needs money...  I think we also have a trade group that plays the ranges and ralleys, they also don't care about sp, the ranges are great for them.. sell on news.. when an uptrend gets away from them,,, they find a peak and dump hard.  I think we also have a group or multiple groups that are involved in either past finances or want to be in the next one who control sp. With all approvals and just a cash issue to be sorted... we'll see what happens.. but we need off this exchange.
