anything that happens in the US affects Canada too. If US is positive towards MJ then Canada will be too. Besides, it's also just about sentiment and political acceptance of the substance as a whole. The biggest thing holding these back is political uncertainty, the more time passes and the more clear the outcome becomes, the better these stocks will do. Unless of course some sort of unfavorable restrictions are applied. Anyway, in short, I think it is because it would further decrease uncertainty.

There may also be other more specific reasons that I am ignoring.
